BOARD ACTIONS – APRIL 03 MEETING

         

The Lower Kuskokwim School District Board of Education met in regular session on Friday and Saturday, April 11 & 12 in Bethel.   Present for the meeting were: Gerald Demientieff, Rudy Kairaiuak, Robert Nick, Ronald Simon, Gary Vanasse, Kappy Olson, Richard Curtis, Will Updegrove, and Alternate Student Representative Jessica Post

 

During the meeting the Board:

 

¨      Adopted the minutes of the February 28 & March 1, 2003.

¨      Heard the following reports:

                  Yuut Elitnaurviat

                  Student Representative

                  MOAs

                  Superintendent’s Report

¨      Approved the items listed on the Consent Agenda which included:

Routine personnel actions entered into since the February / March meeting, budget revisions submitted by BABs, Akula, Kipnuk, and Kongiganak

¨      Approved the purchase of a house shell for Akula School’s vocational program in the amount not to exceed $55,537.00 with Impac;

¨      Amended the MOA for Heather Galligan for 4 additional work days in the amount not to exceed $51,275.00 total of the MOA;

¨      Amended the MOA with Nuniwarmiut Reindeer and Seafood Products to demolish the unused Quonset building and erect an outdoor elevated platform basketball court in the amount not to exceed $ 65,643.00;

¨      Approved the purchase of five snowmobiles one for Chefornak, Newtok, Nunapitchuk, Mekoryuk, and Tuntutuliak with Compeau, out of Fairbanks, in the amount of $6,807.00 ea;

¨      Approved the purchase of two 4x4 Honda’s one for Chefornak and Nunapitchuk, with Hatley Motors, Inc out of Palmer in the amount of $5,515.00 ea;

¨      No action taken on the Janitorial supplies at this time;

¨      Amended the MOA with Behavioural Management AK Inc for the July 2002 price increase not reflected in original MOA in the amount not to exceed $69,598.00 total of the MOA;

¨      Amended the MOA with Jim Guinn for needed shop space in the amount not to exceed $31,200.00 total of the MOA;

¨      Approved the revised MOA for the Recovery Foundation to conduct 7 workshops for 2 days each in various LKSD schools in the amount not to exceed $36,463.00;

¨      Entered into a MOA with Jim Guinn for the lease of Warehouse at 144 Salmonberry Street in Bethel, Alaska for FY04 in the amount not to exceed $31,200.00;

¨      Entered into the following MOAs:

* for Heather Galligan to provide physical therapy services to LKSD Special Education students in the amount not to exceed $49,000.00;

* for Christine McDonald to provide Occupational Therapy services for LKSD children in the amount not to exceed $73,400.00;

* for Ed Harrison to provide psychological services to LKSD Special Education department in the amount not to exceed $46,800.00;

* for Arlo Morgenweck to provide psychological services to LKSD Special Education department in the amount not to exceed $69,400.00;

* for James Scheibe to provide psychological services to LKSD Special Education department in the amount not to exceed $51,600.00;

* for Vicki Vincent to provide Speech/Language services to the LKSD Special Education department in the amount not to exceed $49,800.00;

* for Barb Burman to provide Speech/Language services to the LKSD Special Education department in the amount not to exceed $42,200.00;

* for Diana Marsh to provide Speech/Language services to the LKSD Special Education department in the amount not to exceed $42,200.00;

* for Donald Zanoff to provide Speech/Language services to the LKSD Special Education department in the amount not to exceed $73,400.00;

* for Alaska Center for the Blind to provide transition training at the Center for the Blind in Anchorage to LKSD Staff, students, and parents, along with any required evaluations of students n the amount not to exceed $3,460.00;

* for Karen Waters to provide training to Special Education teachers and aides district wide not to exceed $10,400.00;

* for Pam Robinson to provide therapy to LKSD Special Education student following a specific treatment plan in the amount not to exceed $8,010.00;

* for Phil Hunsebergen to calibrate all audiometers and provide repair as needed up to $200.00 per audiometer in the amount not to exceed $4,250.00;

* for Dr. Ilene Schwartz to provide autism training to ME and District Office staff not to exceed $18,496.00;

* for Open Position Orientation & Modibity Specialist for Blind Students to provide training to LKSD & Headstart staff, students, and parents to meeting orientation and mobility needs of thee students with visual impairments living in Napaskiak, Tuntututuliak, and Newtok in the amount not to exceed $8,300.00;

* for Karen Waters to provide training to Tumkanka staff in the amount not to exceed $2,000.00;

* for Laurine Maxwell-Evans to provide services to LKSD Tumkanka  visually impaired students in the amount not to exceed $2,400.00;

* for Laurine Maxwell-Evans to provide services to LKSD visually impaired students not to exceed $31,600.00;

* for Heather Galligan to provide physical therapy services to LKSD Tumkanka projects in the amount not to exceed $3,800.00;

* for Christine McDonald to provide Occupational Therapy services for the Tumkanka project children in the amount not to exceed $9,850.00;

* for JoJo Powell to provide psychological services to LKSD Special Education department in the amount not to exceed $62,700.00;

* for Vicki Vincent to provide Speech/Language services to LKSD Tumkanka project children in the amount not to exceed $3,800.00;

* for Barb Burman to provide Speech/Language services to LKSD Tumkanka project children in the amount not to exceed $1,400.00;

* for Diana Marsh to provide Speech/Language services to LKSD Tumkanka project children in the amount not to exceed $2,400.00;

* for Donald Zanoff to provide Speech/Language services to LKSD Tumkanka project children in the amount not to exceed $4,350.00;

¨      Approved the equipment purchase for an electric convection oven for Quinhagak School in the amount not to exceed $7,670.00;

¨      Approved applicants for the Scholarship, Career Ladder & T.E.A.C.H programs;

¨      Approved the revised position specifications for Contracts Administrator & Special Education Specialist – Multi Disabilities;

¨      Approved the new classified position specifications for a Reading Program Tutor and a Reading Tutor Trainer;

¨      Deferred the following revised position specifications for Director of Special Education, Special Education Specialist – Occupational Therapist, Special Education Specialist – Physical Therapist, Special Education Specialist – Speech / Language Pathologist, School Psychologist, Special Education Specialist – Deaf – Hard of Hearing, Special Education Itinerant Teacher, and the new position specification for Special Education Specialist – Fetal Alcohol Spectrum Disorder and the Special Education Specialist – Staff Development until the June Board meeting;

¨      Approved the easement for Napaskiak Boardwalk;

¨      Approved the tentative LKSD School Board meeting dates for FY 2004.   The meeting dates are set for:    August 22 & 23, 2003                        October 24 & 25, 2003                                                                       December 5 & 6, 2003          January 23 & 24, 2004

¨      Approved the second reading of the FY04 Districtwide Budget;

¨      Set the Budget FY 2004 Public Hearing for May 14, 2003 at 7:00 p.m. in the LKSD Boardroom;

¨      Approved the Transitional Technology Plan;

¨      Discussed the following issues:

Student Athlete Drug Testing

·        Approved to change the existing Student Athlete Drug Testing to add to the policy to include all students in extra curricular activities for drug testing.

·        Superintendent Ferguson advised the Board of the possible legal actions taken challenging this change.
